It is a requirement of The Episcopal Church’s Canon I.1.1.e that every diocese receive notice whenever any alteration of the Book of Common Prayer or the Constitution of The Episcopal Church is proposed. The 81st General Convention of The Episcopal Church proposed three resolutions with changes to the Constitution and one to the Book of Common Prayer.
